relations, and that it therefore demands novel and exceptional treatment. The situation in the south is probably unique in modern times, for there a seceding portion of a state is making informal war on a power which was at peace and in treaty relations with the central government of that state, when it existed, but which can obtain no redress from that central government, because it has long since ceased to exist, and can obtain no redress from the seceding government, because it recognises none of the obliga- tions of the former central government. It is true that the Canton Government claims to be the Govern- ment of all China, and it is just conceivable, though highly improbable at the moment, that it may some day become the government of China; but for all practical purposes it is at present simply a secession from a parent state.
The policy hitherto pursued by the powers of keeping up the fiction of the unity of China, while displaying a short-sighted lack of unity among them- selves in repelling injuries, is resulting in an ever increasing tale of boycotts, strikes, piracies and brigandage, and is a direct encouragement to Bolshevik designs on the peace of China and the trade and com- merce of the other powers in this region of the world. The longer the present inaction lasts, the more will the infection spread and deepen. If, however, the powers chiefly interested in China, namely Great Britain, Japan, the United ätates of America and France, could agree on joint action and would speak with one voice to the actual government in power in each respectibe region in furtherance of a firm and unanimous policy, the prospects of peace and order and of increased trade
